Uplay PC CD keys are unique and can only be used once. Once they are used, they are bound to the Ubisoft Account that was logged in at the time of initial activation. You do not need to create a new Ubisoft Account.
If you are receiving this error, chances are you already have more than one Ubisoft Account. You can simply log in to your other Ubisoft Account(s) to find which one has the game registered. A large proportion of computer games require you to enter a unique product key to play the game, which is what. The problem has always been that if you misplace or accidentally throw away the CD case or box, the product key often goes with it.
